Pc stuttering every few seconds. Never had stuttering like this until now.

Pc stuttering every few seconds I'm not entirely sure how to explain the issue, but my PC has fallen into this habit of stuttering every few seconds, almost like it's on an interval. Any help is much appreciated! Every 2 seconds or so (in a perfect consistent rhythm) the game will freeze for half a second and during this time my mouse is able to leave the window very easily along the sides (without any fast flicking motions) as if it was waiting at the edge of the window before being sucked back into the game and being able to move around before the next stutter.
